Qualifications:
Individuals must meet the following criteria to qualify for a free eye exam and low cost glasses:
- There must be at least one adult in the household that is employed at least part-time.
- The household must qualify as low income.
- The individual applying for the exam may not have had an exam in the past two (2) years.
- The individual applying for the exam may not have vision insurance.

What to Expect:
Once an individual has qualified for the program, every attempt will be made to match them with a volunteer optometrist in their area. Optometrists are donating their services and are, therefore, limited in some areas. Waiting times depend on the number of available appointments and the amount of qualified applicants in any particular area. An average waiting period is 2 to 3 months, but can vary from city to city.
All applicants that have been matched to an optometrist will receive a letter in the mail containing the name, address and telephone number of the optometrist that they can call to schedule an appointment. Appointments will not be scheduled for patients who fail to contact the optometrist’s office within 60 days of receiving notification of eligibility.
Every attempt is made to assign members of the same family or household to the same doctor, but individuals will be sent to different doctors if it allows them to be seen in a shorter time frame. While an entire family or household may use just one application to apply for the program, all individuals who qualify for the program will receive their own letter detailing the doctor they have been assigned to.
Qualified patients will receive a free comprehensive eye exam. If glasses are needed, they will be provided for a fee of $20.
RIte Care is Rhode Island’s Medicaid managed care program for families on the RI Works Program and eligible uninsured pregnant women, children, and parents. Members enroll in a participating health plan: UnitedHealthcare of New England or Neighborhood Health Plan of RI.
Eligibility
Eligibility is based on income and family size.
- Pregnant women (family's income less than 250 percent of the Federal Poverty Level- FPL)
- Children up to age 19 (family's income less than 250 percent of the FPL)
- Parents with children under age 18 (family's income less than 175 percent of the FPL)
Cost
Members whose family’s income is less than 150 percent of the FPL do not pay a monthly premium. Members whose family’s income is more than 150 percent of the FPL pay a monthly premium of either $61, $77 or $92 per month (see fact sheet below).

At Marian Clinic we understand that stress, psychological problems, and life circumstances can impact one's health. In turn, physical ailments can impact one's mental well-being. Treating both together makes a successful outcome much more likely. Our mental health program provides diagnosis, counseling, and medications for individuals with these needs, while our case management team addresses the circumstances of our patients, partnering with many other social and support organizations to help restore health and lives.
Our medication assistance program means that medications supplied on site are free to patients (written prescriptions are the patient's responsibility.)
The Clinic's women's health program provides health screenings and supportive services for the unique needs of women. Contraceptives and obstetrical services are not available.
Unfortunately, most people without insurance tend to wait until they are seriously ill before seeking treatment. Such delays make treatment and recovery more difficult and more expensive. We encourage prospective patients to seek help early in order to interrupt this cycle.

Location and Hours
Our Medical Clinic is located at 1001 SW Garfield (the corner of 10thand Garfield) in Central Topeka, one block west of the Topeka/Shawnee County Public Library on Tenth Street. (Click here for map.)
The Clinic is conveniently located on a bus route. Hours are 8:30 a.m. - 4:30 p.m. Monday through Thursday and 8:30 a.m. to 3:30 p.m. on Fridays. The Clinic is closed from noon to 1:00 p.m.
Cost
Once a medical patient qualifies for services, there is a $15 charge for each appointment with a clinician. However no one is turned away for an inability to pay. Medications supplied at the Clinic are free, however prescriptions written at the Clinic are the patient's own responsibility to fill.

Baylor College of Dentistry student searching for patients. Patients in this program receive comprehensive dental care at costs 40% - 50% lower than private practice costs. Some procedures may even be free of charge for patients. All dental treatment given by students is under the direct supervision of the school's faculty (composed of licensed dentists and specialists) to make sure the results are above the standard of care. Patients in this program do not have to dental insurance to receive care.

Thank you for taking the time to read my post. My story begins with a two story fall that fractured two vertebrae. I was running my own small contracting company. I was off of work 6 months and had to sell off my equipment to pay off two cars and keep our heads above water. The money ran out 3 months ago and we were forced out of our home. If you are in need of health insurance try checking out your state insurance department. Most have information on insurance options available to you including disability and medicaid. Also if you are having a problem with any insurance company (health, car, home, etc) you can file a complaint with the same office.

Informative about Medicaid:
I became pregnant in January of 2007. I knew that I had to get some kind of health insurance and a friend told me about Medicaid. I talked to a couple people with the Medicaid program and was told that I made too much money to receive it. In November of 2007 I gave birth to my son. After months of thinking that I was ineligible for Medicaid, I decided to enroll in the C.H.I.P. program. I was sent a letter from a C.H.I.P. representative that stated that my son should be covered by Medicaid.After wanting a natural birth to lower expenses, things went downhill. After 18 hours of labor I was given an epidural and started on pitocin. Eight hours later I finally gave birth to my son. I left the hospital immediately after the 24 hours that I had to stay and be monitored. I was blown away by the amount of the hospital bills that I had. $11,000! I was shocked but feeling good about getting the back pay from Medicaid. I was waiting on the application results to come back to me.
I was horrified when I found out that I was denied Medicaid. I was told that I made too much money in the month of November. Because I was going on maternity leave, I decided to take my vacation salary that was owed to me. In doing this my paystubs for November showed two weeks of pay that I would not regularly have. I was relying on those two weeks of pay to get me through the leave that I would be taking as a new mother. I was denied Medicaid because of this.
Now let me tell you what I was told before I had my baby. I was told by one of the Medicaid representatives to quit work two months early. I was told that I would immediately receive Medicaid benefits if I did just that. I find it hard to believe that people do this on a regular basis. This was not an option for me. I work hard to make the little money that I do. I have a mortgage and extensive dental bills to pay. I needed to work through my pregnancy to have enough money to hold me through the three months I would be taking off to care for my new baby.
I have been trying to get C.H.I.P. for the baby ever since I was denied Medicaid. I have applied just to recieve a denial letter from Medicaid 3 times. Apparently the applications are void after a month. I have not gotten any response by mail except that they keep needing more information. I have obliged and sent back everything they have asked me for ie., pay stubs, tax documentation, ect. I have gotten nowhere. Every time I take the baby in for an appointment I am forced to pay out of pocket to take advantage of their 25% off for payment in full.
Now I am wishing that I would have listened to the Medicaid representative. If I had done so, my baby and I would have been covered by Medicaid. After all, in this society, you get more when you do less. It is sad that the people who are trying to make something of their lives are punished while the people that are abusing the system are happily skipping on by. What is wrong with the system?
It would make me very happy to know that people are reading this post and being informed about these situations. If anyone would like to help it would be greatly appreciated.

Falling Through the Cracks
I was told by my doctor yesterday that I need a hysterectomy. I have been having incredible pain for nearly 10 years because of fibroid tumors in my uterus and I was just diagnosed with a cyst on my ovary. The cyst needs to be removed and examined, and the doctor said I really need the hysterectomy. I know that the hospital will work with me on a payment plan. My problem is, the doctor wants his entire fee upfront. I have no insurance, a new small business that doesn't make much money, and two teenagers at home. I'm separated from my husband. I qualify for Medicaid, but the program I qualify for does not help until I've accumulated the bills, and then it's based on some weird scale. So, I can get some assistance once I've had the surgery, but I can't have the surgery until I've paid in full. You see my problem! If anyone knows of any organization that can help me, please let me know.

I am a 22 year old full-time college student in New York, and will be graduating in May. The problem is I am uninsured and cannot afford dental work that would enable me to speak to others much less smile at graduation. I have been on medicaid in the past a had dental work done, but it has just exacerbated the problem. One dentist did a root canal and then just stuck Temperin in the space, needless to say it did not last long and now the front tooth has broken. I have tried financing options but do not have the credit necessary to secure plans like care credit, captial one. I need extensive dental work, but would be happy with just the front tooth fixed. My mother and sister also struggle with dental problems, and have encountered the same problems I have. My hope by posting this plea is to find a dentist or someone to help my family and me get the dental care we desparately need. We have worked hard, but this is one expense we cannot take on by ourselves. Any assistance that could be provided would be greatly appreciated.
